Any one ever heard of Pay To Rank?

I have a website selling Ribbon Bows for your hair and I had the website build for may be 4 months now. The only problem is that I never get any visitors or traffic. On facebook I heard my group talking about this SEO company called Pay To Rank! charging $40 to get you on Google. One guy says he has a fish market and they did wonders for his website but it's different right? any one ever used them?
